The Russian invasion of Ukraine has caused geopolitical imbalance in Europe. The violation of international law, the mobilization of millions of refugees, the economic impact, the activation of rearmament and defense policies, diplomatic procedures, etc. are under review globally.

El IUNIT Observatory (Centre for Higher Business, Innovation and Technology Studies) aims to study and analyze current events that allow their interpretation and incorporation into human knowledge.
It is our intention to contribute to the understanding of this phenomenon that allows the construction of quick and effective solutions for peace.

About the speakers

Alvaro Gil RoblesÁlvaro Gil-Robles and Gil-Delgado

Doctor of Law from the Complutense University of Madrid, in 1981 he drafted the bill that regulates the powers of the Spanish Ombudsman, holding this position from 1.988 to 1993. He has held numerous positions in national and international organizations. The Council of Europe appointed him the first European Commissioner for Human Rights in 1999, a position he held until March 31, 2006. He is currently President of the Valsaín Foundation for the Promotion and Defense of Democratic Values.

Gutiérrez Díaz de Otazu speaker IUNIT ObservatoryFernando Adolfo Gutierrez Diaz de Otazu

Division General of the Army in special services situation. He is currently a National Deputy of the PP elected by Melilla, where he has basically developed his military career. In his time of active service he has participated in missions in Angola, Croatia, Albania, Lebanon and the Republic of Guinea, he was advisor to the President for the Reform of the Security Sector in that country. In 2018 he was appointed deputy general director of Planning and Environment of the General Directorate of Infrastructures of the Ministry of Defense. As a National Parliamentarian, he is the spokesman for the PP in the Defense Commission, Deputy Spokesperson in the Mixed Commission of the European Union and Member in the Mixed Commission for National Security, as well as Vice President of the Spanish Representation in the NATO Parliamentary Assembly.

Enrique Guerrero SalomEnrique Guerrero Salom

Academic, official and politician. PhD in Political Science from the Complutense University of Madrid. Extraordinary Doctorate Award.
Official of the Superior Corps of State Civil Administrators. He has held important positions in different governments in Spain, with experience as a member of the European Parliament and extensive knowledge of European politics.

Nicolás de Pedro IUNIT Observatory speakerNicholas of Peter

Head of Research and Senior Fellow at the Institute for Statecraft in London. She works on Russia-related issues, misinformation, and hybrid threats. In addition, she is an analyst at the Center for International Security (CSI) at the Francisco de Vitoria University in Madrid. She is a member of the EU-Russia Experts Network on Foreign Policy (EUREN) promoted by the EU Delegation in Russia. In addition, she is a member of the Russia expert group of the Helsinki European Center of Excellence for Countering Hybrid Threats (Hybrid CoE). She is an expert invited on two occasions by the Special Commission on Foreign Interference in All Democratic Processes of the European Union, in particular the Disinformation (INGE) of the European Parliament (EP).

Francesca Friz PrgudaFrancesca Friz-Prguda

She joined UNHCR in 1992 and has worked in a wide range of high-level roles, including head of UNHCR's OSCE/UN Liaison Office in Vienna and as UNHCR representative in Spain. Currently, she is Special Adviser to the Director of the Division of International Protection at UNHCR headquarters in Geneva. One of her fields of specialization is the protection of those forcibly displaced in conflicts.

Rachel Jorge RicartRachel Jorge Ricart

Researcher at the Elcano Royal Institute. She works on the technological and digital agenda. She was a Fulbright Fellow in Washington, DC, where she specialized in this topic. Originally a sociologist and political scientist, she has previously worked with a technical assistance in the planning of the National Technology Strategy and Global Order on technological diplomacy at the Ministry of Foreign Affairs of Spain. Previously, she worked on digital public policy projects at the Berkman Klein Center for Internet & Society at Harvard University, and at a UK consultancy working on foresight methodologies for governments and international institutions.
